Minister of State for Health and Population, Dr Surendra Yadav, has said it would not be possible to establish 15-bed hospital in all 753 local levels without the support of donors.

Laying the foundation stone for a building of Bhaktapur Hospital as well as a retrofitting of the old building, he said that although the 15-bed hospital was planned in all local levels across the nation to provide basic health service, it was not possible immediately in lack of human resources and physical infrastructures. The State Minister said that 644 local levels still lack 15-bed hospital, adding that the government, however, could gradually ensure the human resources including the doctors to establish the 15-bed hospitals.

Similarly, Minister for Social Development of Province 3, Yubraj Dulal, laid the emphasis for the developing Bhaktapur Hospital as the alternative of Bir Hospital.
Construction of a new building and retrofitting of the old one has started at the cost of Rs 320 million. The monetary support is provided by DFID.
