Eldest MP Pashupati Shumsher JB Rana to Be Sworn-in by President Bhandari
President Bidya Devi Bhandari will administer the oath of office and secrecy to the eldest member of the House of Representatives of the Federal Parliament Pashupati Shumsher JB Rana on Wednesday.
The oath-taking ceremony shall take place at Rashtrapati Bhawan Sheetal Niwas on Wednesday afternoon. According to his citizenship certificate, MP Rana was born on Mangsir 24, 1998 B.S., said joint-spokesperson of the Federal Parliament Secretariat Dasharath Dhamala.
There is a constitutional provision that the eldest member of the House of Representatives shall preside over the meeting in the event that the election of Speaker and Deputy Speaker of the lower house is not held or both posts fall vacant. If the Speaker has not been elected, the eldest member, who presides over the HoR meeting, must administer the oath to other members.
Accordingly, MP Rana shall administer the oath of office and secrecy to his fellow members of the parliament at the federal parliament building in Naya Baneshwar on December 22. The Constitution of Nepal provides that the members of the Federal Parliament must take oath in accordance with federal law before attending the meeting of the House or any of its committees for the first time.
It may be noted that 275 members including 165 through the first-past-the-post 110 through the proportional election system were elected to the House of Representatives from the November 20 general elections.
According to the constitution, the Speaker and Deputy Speaker of the HoR must be elected from among the members within 15 days from the date of commencement of the first meeting of the House of Representatives.
