Energy Minister Seeks Clarification from NEA Executive Director on 15 Key Issues

Energy Minister Deepak Khadka has sought a detailed clarification from Nepal Electricity Authority (NEA) Executive Director Kulman Ghising on various aspects of the organization. This comes in the wake of increased scrutiny regarding NEA's operations, particularly following allegations of inconsistencies in performance and procurement practices. Minister Khadka has laid out fifteen specific points requiring clarification.

The fifteen points are as follows:

1. Details regarding the amendments to the Employee Service and Conditions Regulation and Financial Administration Regulation of the Nepal Electricity Authority (NEA) over the past four years, including various decisions made by the Board.

2. Information on the authority granted to the Executive Director by the NEA Board during the past four years, including decision dates.

3. Documentation of agreements and memoranda of understanding signed with business entities in neighboring countries.

4. The shareholding structure of NEA's subsidiaries and the officials representing NEA on their boards, along with current NEA employees stationed at these companies.

5. Financial statements of NEA's subsidiaries for the past four years.

6. Information on projects where Power Evacuation has not been fully operational, including alternative measures adopted by NEA.

7. Reports related to the ownership transfer negotiations of the 60 MW Khimti-1 hydropower project by Himal Power Limited.

8. Details regarding bids approved by various divisions, including contract names, amounts, payment details, and the current status of any unresolved disputes.

9. Records of foreign trips taken by Board members over the last four years, including expenses incurred and their sources.

10. Reports on outstanding revenue from Dedicated Feeder Trunk Lines were presented to the Board, and decisions were made on different dates.

11. Updated details on transformers purchased through various tenders that are yet to be installed.

12. Information on items/materials such as smart meters being prepared for tender, along with their replacement plan, quantities, and estimated costs.

13. Updated costs of poles produced by NEA's cement pole plants and procurement costs from bids over the past four fiscal years.

14. Details of unresolved audit discrepancies highlighted in the Auditor General's annual report.

15. A list of individuals who have served as the head of NEA's Central Store over the past four years, along with their qualifications.

The requests for clarification encompass a wide range of topics, including performance, financial transparency, and procurement processes. Minister Khadka's inquiries reflect a growing demand for accountability within the NEA, especially considering the implications of its operations on the energy sector in Nepal.

Both Khadka and Ghising's secretariats have confirmed that the requests for clarification have been made, with Ghising's office indicating that the inquiry is aimed at shedding light on ongoing work within the authority.
