Minister Shesh Narayan Yadav Directs Subordinate Bodies to Submit Incomplete Project Details

The Minister for Energy, Irrigation, and Water Supplies for the Madhesh Province, Shesh Narayan Yadav, has issued a directive to the Ministry's subordinate bodies to submit details of all incomplete projects within a week. This announcement was made during an orientation on project implementation organized by the Ministry.

Ministry Secretary Jakki Ahamad Ansari confirmed the Minister's directive, emphasizing the need to address institutional challenges hindering project completion. Minister Yadav also called for the submission of institutional views on these challenges.

During the program, government officials urged revisions to existing laws and the drafting of new legislation to prevent budget freezes in disaster management. Chiefs of the water resources, underground irrigation, and water supplies division offices highlighted the necessity of managing mobile toilets, providing bleaching powder for water purification, and supplying water pipes in light of potential disasters.

The officials pointed out that the Finance Ministry's guidelines for project operations and budget expenditures have created significant hurdles in project implementation. They stressed the need for amendments to these guidelines.

Highlighting the budgetary challenges faced by projects that have achieved 60-70 percent progress, the officials urged the Minister to ensure the availability of funds through budget amendments and transfers.

In response, the Ministry pledged to address the adversities in project implementation caused by the Finance Ministry's guidelines and budget constraints.
