New parameters for envoy’s appointment in place

The government has enforced new strictures for the appointment of ambassadors. As per the Ministry of Foreign Affairs, the aspirant envoys must have knowledge of the world affairs, strong command over English language and information about the host countries.

The Ministry introduced the new standards for the ambassador’s appointment since the decorum of the prestigious post was perceived lightly for lack of some key qualities on the part of the appointees.

According to Minister for Foreign Affairs Pradeep Kumar Gyawali, the fresh move was taken since it would help further strengthen the bilateral relations with the countries concerned as the ambassador was informed about the host country and possess good command in language. “Ambassadorial post and its dignity are being perceived very lightly. The standard was made even to make Nepal’s diplomatic relations stronger and effective,” Gyawali said.

As per the criteria and procedures for such appointments, political appointees’ diplomatic capacity, specialized academic qualifications and experiences would be prioritised by considering the inclusive principle.

As per the government decision, 50 percent of the total appointees would be picked from the Nepal Foreign Affairs Service. Out of 33 countries, Nepal’s ambassadors to five countries-- South Korea, Bangladesh, Spain, South Africa and Australia--are lying vacant currently.

According to Minister Gyawali, the inclusive principle of Article 282 of Constitution of Nepal would be followed for the ambassadorial appointment. “The government is cautious to depict Nepal’s societal picture and diversity in ambassadorial appointment,” he added.

Minister Gwayali was responding to the queries of the lawmakers at an interaction programme summoned by the Parliamentary Hearing Committee on Thursday.

On the occasion, lawmakers Bhimsen Das Pradhan, Surendra Pandey, Yogesh Bhattarai, Puspa Bhusal and others suggested that government should select candidates from women, Dalit, Janajati, Madhesi and other sections of societies based on meritocracy and the nominees’ qualification .
