OPMCM Urges Expedite Action on Delayed Constitution Implementation Bills
In a concerted effort to address the delay in formulating significant bills related to constitution implementation, the Office of the Prime Minister and Council of Ministers (OPMCM) has sought detailed information from various ministries. During an interaction organized by the OPMCM under the direction of Prime Minister Pushpa Kamal Dahal 'Prachanda' on Wednesday, 22 ministries, along with the concerned authorities, were requested to provide explanations for their failure to advance the drafting of crucial bills.
The joint meeting included Chiefs and Under-Secretaries of the Law and Verdict Implementation Section from 22 ministries, including the OPMCM. Prime Minister Dahal’s Press Advisor, Govinda Acharya, stated that the ministries were instructed to present these bills to the cabinet promptly.
Phanindra Gautam, Secretary at the Ministry of Law, Justice, and Parliamentary Affairs, emphasized the importance of prioritizing law-making, noting that the delays were adversely affecting parliamentary business. Similarly, Leela Devi Gadtaula, Law Secretary at the OPMCM, highlighted the necessity of holding discussions with the secretaries and ministers of the relevant ministries to move the bills forward. She stressed that this issue should be seriously addressed at the secretary-level meeting, which will be led by the Chief Secretary.
Currently, six bills are under consideration at the Law Ministry, eleven at the Finance Ministry, and four at the Bill Committee of the OPMCM. On January 29, the Law Ministry informed the Prime Minister about the status of 117 bills, categorizing 63 as first priority, 39 as second priority, and 15 as third priority.
The ministries have been urged to expedite the drafting process and ensure that these significant bills are tabled before the cabinet without further delay.
